coastal chinese air

The chinese are quick to speak of the superior coastal Qingdao air quality, when I’ve always suspected it and other coastal cities to have the most polluting of industries simply because one can expect the wind to blow pollution offshore or because the idea of coastal cleanliness is so deeply entrenched in the chinese psyche. 

How do we create such polluted coastal cities?  Come to china and find out, only to buy into the idiocy that the air is cleaner there.
